HVAC Service in Livonia

FurnacePrices.com helps Livonia homeowners compare furnace, central air and heat pump options and request quotes from contractors. In Livonia the City Inspection Department issues mechanical permits, and about 87% of occupied homes are owner-occupied, so the rules for homeowners doing their own work matter here. This page sets out those rules, the city forms and the fees. It also gives dated cost ranges with their assumptions, repair-or-replace guidance and a checklist for comparing estimates, so you know what to ask before you hire.

Permits

Livonia Mechanical Permits: Who Issues Them and Who Can Apply

Mechanical permits for work inside the city come from the City of Livonia Inspection Department, (734) 466-2580. The city names its BS&A Online portal for permits and inspections. Its Mechanical Permit Information sheet is the source for the rules below.
City information sheet

When a permit is needed

The city’s sheet says mechanical work cannot start until a permit is issued, except for replacement of minor parts. It lists items that need no permit, such as portable units, window air conditioners of 1.5 hp or less, and gas burners under 30,000 Btu/hr.
The exemption covers only “replacement of minor parts.” The sheet does not name a full furnace or AC replacement, but a whole furnace or AC is not a minor part, and the fee chart on the application lists furnace installs. Plan on needing a permit, and have the Inspection Department confirm before work starts.
City information sheet

Contractor or homeowner

A mechanical contractor holds the permit for work done for an owner, and the contractor needs a Michigan mechanical licence. An owner of a single-family home who lives in it, or will, may do the work without a licence. That owner still has to secure the permit, and the application has a homeowner affidavit for this case.
City application

Fee lines and project scope details

Administration fee: $45.
Minimum fee: $40.
Gas-fired appliance: $40 under 75,000 Btu, $50 from 75,001 to 500,000 Btu.
Re-inspection: $45.
These lines are a starting point, not a total, and the form shows no date. Some amounts are hard to read in the copy we reviewed. A furnace replacement is commonly handled under a mechanical permit, though we have not confirmed Livonia’s approach. Larger projects, such as moving from a tank to a tankless water heater, can involve plumbing and electrical permits as well. We have not seen the city’s checklists for this. Requirements depend on the scope of the work, so the Inspection Department is the best place to confirm what applies to your home.
City application

When plans are required

Plans are not required for one- and two-family homes with total heating and cooling input of 375,000 Btu or less. Other projects need plans with an architect’s or engineer’s signature and seal before a permit is issued.

The city documents do not say when the certification form is submitted. Ask the Inspection Department. The new home guide lists the Michigan Mechanical Code 2021 and the 2021 International Fuel Gas Code, both effective March 12, 2024. None of the city documents shows a revision date, so confirm anything you rely on.
Equipment

How Livonia’s Rules Shape the Equipment You Choose

Permit fee tiers

Input rating sets your permit fee tier

The application prices gas-fired appliances by Btu input, with breaks at 75,000 and 500,000 Btu. Ask each installer for the input rating of the furnace quoted, and for the permit fee as its own line.
Existing equipment

Ask for the combustion test results

Livonia’s certification form records combustion readings, heat exchanger condition and the chimney liner check on the equipment already in your home. Ask your contractor for a copy, since a failed liner or heat exchanger changes what you should buy.
Sizing

Ask for a Manual J on a replacement

The city requires a Manual J for new homes. For a replacement, the city sheet does not say, so ask for a room-by-room Manual J rather than copying the size of the old furnace. Oversized equipment cycles often, and undersized equipment struggles on the coldest nights.
Heat pumps

Check low-temperature output

Heat pump heating output falls as outdoor temperatures drop, so check the manufacturer’s capacity at low temperatures, not only the rated figure. A gas furnace in a dual-fuel setup is a common backup, and it brings the Btu-based permit fee above. Heat pumps are not named in the city documents we reviewed, so ask the department how it permits them.

HVAC Installation Cost in Livonia: What Published Data Shows

We have not found a published price study for Livonia itself, and FurnacePrices.com has no Livonia quotes to average. The figures below are third-party estimates for the Detroit area or the whole US, shown with their dates and assumptions. Use them to set a budget range. Only a written estimate for your home is a price.
JobPublished figureSource and dateAssumptions
Furnace installed, Detroit, MIAverage $4,295. Range $2,931 to $5,877.Angi, updated February 25, 2026Detroit-area homes, not Livonia. The article does not say exactly what the average includes.
Furnace installed, USAverage $4,814. Most homeowners pay $2,823 to $6,896. Natural gas furnaces: $3,800 to $10,000 across sizes.Angi, updated September 8, 2026, from 11,869 verified Angi Pros projectsNational, all furnace types and sizes. Angi says costs depend on project and location.
Central AC replacement, USEntry-level $5,000 to $8,300. Mid-range $8,300 to $12,500. High-end $12,500 to $14,000+.HomeGuide, page dated July 25, 20252,000 square foot home, basic installation, no ductwork changes. Older than the Angi data.
These pages were read on October 19, 2026. None of them is a Livonia quote, and the three sources use different methods, so do not add them together.
Ductwork

The guides disagree, so price it separately

Angi’s Detroit page lists ductwork replacement at $382 to $914. Angi’s national page lists $2,000 to $5,000. HomeGuide puts AC duct sealing and repair at $300 to $1,500 and full replacement at $1,400 to $5,600+. Ask the installer to inspect your ducts and price any work as its own line.
Permit

Permit cost comparisons and context

National guides give permit figures of $400 to $1,500 (Angi) and $100 to $250 for an AC replacement (HomeGuide). Livonia’s application lists baseline fee lines of $40 to $50 each. These figures cover different project scopes, so they are not a like-for-like comparison. Permit lines can look quite different from one estimate to the next. Some installers show only the city’s fees, while others may include related costs such as load calculations, inspection scheduling or bonding. A higher figure is not necessarily a problem, and a quick question about what the line covers usually clears it up. We have not confirmed what Livonia installers include, so an itemised breakdown is the easiest way to compare estimates fairly.
Removal and labour

Old unit removal and hourly rates

Angi lists old furnace removal at $100 to $400 on its Detroit page and $60 to $330 nationally, and says it should appear on the quote. Its national page gives labour at $75 to $100 per hour, higher where living costs are higher.
Heat pumps

The guides disagree, so price it separately

Angi’s Detroit page lists ductwork replacement at $382 to $914. Angi’s national page lists $2,000 to $5,000. HomeGuide puts AC duct sealing and repair at $300 to $1,500 and full replacement at $1,400 to $5,600+. Ask the installer to inspect your ducts and price any work as its own line.
Some cost guides still mention a federal tax credit for 97% AFUE gas furnaces through 2032. The IRS page says the Section 25C credit covers improvements made through December 31, 2025 and shows no extension, so do not count on it.
Replace or repair

Furnace Replacement: Timing, and Repair or Replace

No single rule settles this. The published rules of thumb below differ, so treat them as prompts for a conversation with your installer, not a verdict.
SourceRule of thumbEquipment
ENERGY STAR (page undated)Consider replacing a furnace or boiler older than 15 years. Frequent repairs with rising energy bills, uneven temperatures, noise, dust or humidity problems are also signs.Furnace or boiler. For a heat pump or air conditioner the age flag is more than 10 years.
Angi (updated September 8, 2026)Furnaces last about 20 years on average. Over 18 years old and having problems, replacement may be more economical than repair. Replacing the furnace and AC together may also cost less overall.Furnace
HomeGuide (dated July 25, 2025)Consider replacement when the system is over 10 to 12 years old, repairs reach at least 50% of a new unit’s cost, or it uses R-22 or R-410A refrigerant. New systems last 15 to 20 years on average. EPA does not require replacing existing R-410A equipment, so see the refrigerant note in the AC section below.Central air conditioner
City form

Get the condition in writing

Livonia’s furnace and boiler certification records combustion test readings, heat exchanger condition and the chimney liner check. Ask your contractor for those readings, and for a repair quote and a replacement quote side by side.
Safety

Gas smell or a carbon monoxide alarm

If you smell gas or a carbon monoxide alarm sounds, leave the home and call 911 or your gas utility before you think about repair or replacement.
Rebate deadlines

Dates that may shape your timing

Checked October 19, 2026: Consumers Energy’s 2026 furnace rebate covers installs from January 1 to December 31, 2026. DTE’s gas furnace rebate, for DTE gas customers only, covers installs from October 1 to December 15, 2026. The federal credit is not available for new installs. Programs can change, so confirm before you decide.
Planning

A planned replacement beats an emergency one

If your furnace is near the end of its range, replacing it before it fails leaves time for a load calculation and several written estimates. If you also plan a new AC, ask about doing both together, and about whether the indoor coil will be matched.
Air conditioning

Central AC Installation in Livonia: What Drives the Price

These are HomeGuide’s national figures from a page dated July 25, 2025, for a basic installation that does not include ductwork changes. They are not Livonia prices.
SizeCapacityInstalled cost, basic installation
1.5 tons18,000 Btu$4,700 to $6,500
2 tons24,000 Btu$5,000 to $6,800
2.5 tons30,000 Btu$5,400 to $7,200
3 tons36,000 Btu$5,800 to $7,800
3.5 tons42,000 Btu$6,200 to $8,300
4 tons48,000 Btu$6,500 to $8,800
5 tons60,000 Btu$7,000 to $9,500+
Sizing

Tonnage should come from a load calculation

HomeGuide also lists $4,500 to $7,000 for a 1,000 square foot home and $10,000 to $16,000+ for 3,000 square feet. Treat those as rough guides only. Ask for a room-by-room Manual J rather than sizing by floor area or by the old unit.
Efficiency

SEER2 rating changes the cost

HomeGuide cites 13.4 SEER2 as the federal minimum in northern states. Its installed ranges rise with rating: $5,300 to $7,900 for 13 to 14 SEER (up to 13.4 SEER2), $6,700 to $9,300 for 15 to 16 SEER, and $7,500 to $10,600 for 17 to 18 SEER. Ask what the extra cost buys at each step.
Ducts and new installs

Reusing ducts versus adding them

HomeGuide says most replacements can reuse existing ducts. It lists permits of $250 to $1,500 for a new installation with ductwork, against $100 to $250 for a replacement. If your home has no central air now, expect a different scope from a like-for-like swap.
Ask the city

Coil and permit questions

HomeGuide gives no price for the indoor evaporator coil, so ask whether it is replaced and priced as its own line. The Livonia documents we reviewed do not name central AC replacement, so ask the Inspection Department whether a permit is required and which one.
Refrigerant

Refrigerant type alone should not decide a replacement

For R-22, EPA’s phaseout schedule shows no production or import from 2020, so servicing relies on existing supply and costs can be high. For R-410A, EPA’s HFC phasedown FAQ says there is no requirement to stop using existing equipment and that existing systems can continue to be repaired. It adds that the availability of HFCs and components may lessen over time as HFCs are phased down, so we do not promise how long R-410A servicing will stay easy. Weigh equipment age, repair frequency, performance and repair cost together. Published lifespan figures vary, from HomeGuide’s 15 to 20 years on average to ENERGY STAR flagging units older than 10 years, so the page does not state a single average. Both EPA pages were read on October 19, 2026 and are undated.
Compare estimates

How to Compare HVAC Contractor Estimates in Livonia

A lower total only means something if every estimate covers the same job. Ask each installer to price the same scope in writing, then check these lines side by side.
Line on the estimateWhat to ask forWhy it matters
EquipmentBrand, model numbers, AFUE and SEER2 ratings, Btu input and output.Efficiency drives price, and the input rating sets Livonia’s gas appliance permit tier.
SizingA written room-by-room Manual J load calculation. The city documents are silent on replacements, so it is yours to request.
Existing equipmentCombustion test, heat exchanger and chimney liner readings. These are the readings on Livonia’s certification form, and a failure changes what you should buy.
DuctworkWhether the ducts were inspected, and any sealing or replacement priced separately.Published ranges run from hundreds to thousands of dollars.
PermitWho files it, the fee on its own line, and which inspections follow. You can compare the line with the city’s fee form.
Removal and disposalOld equipment removal shown on the estimate.Angi says removal should appear on the quote.
RebatesWho submits the paperwork, and whether the installer is a participating contractor or Trade Ally.Consumers’ application comes through a Trade Ally within 30 days, and DTE’s heat pump rebate requires a participating contractor.
WarrantyLength of parts and labour coverage, and who services it.Coverage differs between installers and brands.
TermsMichigan mechanical licence number, start date, payment schedule and how changes are priced. You can check the licence through the state’s Bureau of Construction Codes.
Angi’s guide recommends getting local quotes, since costs depend on project and location. No source we reviewed gives a set number of estimates, so get enough to see where the scopes differ.
Rebates

Utility and Federal Rebate Notes for Livonia

Rebates depend on your utility, your equipment and, for the state program, your household income. The amounts below come from the program pages of Consumers Energy, DTE Energy, Michigan EGLE and the IRS (page updated April 28, 2026), last checked October 19, 2026. Funds are limited, first-come and can change without notice, so confirm with the program before you buy.
City of Livonia FAQ

Your utilities

Electric: DTE Energy, (800) 477-4747. Natural gas: Consumers Energy, (800) 477-5050. The city calls Consumers the main gas company for Livonia, so a few addresses may differ.
Check your bill, or use the Michigan Public Service Commission utility service area maps, to confirm who serves your address.
Consumers Energy, 2026

Gas furnace and thermostat

Natural gas furnace, AHRI rated: $100 at 95% to 96.99% AFUE, $300 at 97% AFUE or higher.
Thermostat replacing a non-programmable one: $10 programmable, $50 Wi-Fi, $100 Wi-Fi for customers with both gas and electric from Consumers.
Installed January 1 to December 31, 2026. A participating Trade Ally submits the application within 30 days.
Consumers’ heat pump rebates are for its electric customers, and the city names DTE as Livonia’s electric provider.
DTE Energy, 2026

Heat pumps for electric customers

Rebates run from $150 to $1,200 by efficiency. The top tier is $1,200 for a cold-climate air source heat pump at 16+ SEER2, 9.1+ HSPF2 and EER2 of 10.0 or more. DTE’s page says heat pumps are for electric customers replacing electric heating, and new construction and first-time installations do not qualify. Use a DTE participating contractor.
The page lists no install deadline for these rebates.
DTE Energy, 2026

Gas furnace, for DTE Gas customers only

$100 at 95% AFUE, $200 at 96% to 97%, $400 at 98% or higher, for installs from October 1 to December 15, 2026, with applications in by December 18, 2026. The page also mentions $300 in promotional bonuses without saying how they combine. This offer is only for DTE gas customers. The city names Consumers Energy as Livonia’s main gas company, so check your gas bill to see who supplies you before you count on this rebate.
State of Michigan

MiHER home energy rebates

The state’s MiHER program has a HOMES pathway for efficiency upgrades and a HEAR pathway for electric equipment such as heat pumps, with HEAR limited to households at or below 150% of area median income. The state said in August 2026 that it is accepting applications statewide except in the Detroit district, where approvals for single-family projects are paused because participation is nearing the funding cap.
Livonia is in Wayne County, which may fall inside the Detroit district, but EGLE’s announcement does not list the district’s counties or say whether the pause covers HEAR, HOMES or both. We have not seen the result for a Livonia address, so we suggest checking yours on EGLE’s district lookup map (from its regional page) or calling MiHER support at 855-510-7080. If your address is in that district, new approvals for single-family projects may be on hold for now.
Federal tax credit

Section 25C home improvement credit

The IRS page says the credit covers improvements made through December 31, 2025, and shows no 2026 extension. We have not found a federal credit for a heat pump installed now, so ask a tax professional before you plan around one.

FAQ

Livonia HVAC Questions

Who issues HVAC permits in Livonia?
The City of Livonia Inspection Department, (734) 466-2580. The city names the BS&A Online portal for permits and inspections.
Does Livonia require a permit for a furnace replacement?
Plan on it. The city says mechanical work needs a permit before it starts, except for replacement of minor parts. A whole furnace or central AC is not a minor part, and the application’s fee chart lists furnace installs. The information sheet does not name furnace or AC replacements, so ask the Inspection Department to confirm before work starts.
Can I do the work myself?
An owner of a single-family home who lives in it, or will, may do mechanical work without a licence. The owner still has to secure the permit and sign the homeowner affidavit on the application. Gas and combustion work carries safety risk, so many owners hire a licensed contractor.
Do I need a licensed contractor in Livonia?
A contractor doing mechanical work for you needs a Michigan mechanical licence, and the city’s certification form needs a copy of it. Ask for the licence number and check it through the state’s Bureau of Construction Codes.
Can I request a quote through this page?
Yes. The Get a Free HVAC Quote in Livonia button opens the FurnacePrices.com request form. Contractor availability in Livonia is not confirmed here, so a match is not guaranteed. Ask any installer for written terms and a response time before you book.
Does a replacement need a Manual J in Livonia?
The city requires one for new homes. For a replacement the city documents are silent, so ask your installer for a room-by-room load calculation and keep a copy.
How much does a furnace replacement cost in Livonia?
We have no Livonia-specific price study. Angi’s Detroit page (updated February 25, 2026) reports an average of $4,295 and a range of $2,931 to $5,877. Its national page (updated September 8, 2026) reports an average of $4,814. Ductwork, permit, removal and efficiency can move the total, and only a written estimate for your home is a price.
How much does a new central AC cost?
HomeGuide’s national figures, from a page dated July 25, 2025, are $5,000 to $8,300 entry-level, $8,300 to $12,500 mid-range and $12,500 to $14,000+ high-end, for a 2,000 square foot home with no ductwork changes. These are not Livonia prices.
Should I repair or replace an older furnace?
Published rules of thumb differ. ENERGY STAR flags furnaces older than 15 years, and Angi says replacement may be more economical past 18 years if the furnace is having problems. Ask for a written diagnosis, including the heat exchanger reading, and a repair quote next to a replacement quote.
What should an HVAC estimate include?
Equipment model numbers and ratings, Btu input, a load calculation, ductwork work, the permit fee, old equipment removal, who files rebate paperwork, warranty terms and the contractor’s licence number. The comparison table above lists each line.
Before you hire

How to Vet a Livonia HVAC Installer

Step 01

Check the licence status

Get the contractor’s Michigan mechanical licence number. Livonia’s certification form needs a copy of the current licence.
Step 02

Find out who files the permit

Contractors hold the permit for work done for an owner. Ask what the permit costs, and which inspections the Inspection Department will schedule.
Step 03

Get written, itemised quotes

Ask each installer for the equipment model, Btu input, efficiency rating, labour, permit fee and warranty, each on its own line.
